"Portrait of Neglect: Injustice of Hurricane Katrina" is a body of photographs by Debbie Fleming Caffery that aims to capture the effects of this disaster on Louisiana's African American population. The project documents the racism and injustice that this community has experienced and continues to face, and provides evidence of the strong spirit of survival, community, and hope that thrives despite enormous political and economic adversity.
This project is an extension of Caffery's work done immediately after the storm, which documented evacuees of New Orleans, their devastated neighborhoods, and the destroyed interiors of neighborhood churches. The current work in New Orleans focuses on these churches, as well as their rebuilding—not only of the physical structures, but also psychological and spiritual infrastructure. As community slowly returns, this photo-documentary reveals expressions of hope and despair.
"Portrait of Neglect" also includes portraits and neighborhood landscapes, as well as images of men and women left homeless as a result of the storm, and the struggles they face in reestablishing their lives.
